Sorry I donъt have Ukrainian keyboard on this computer, I hope you donъt mind english. I find the idea of financing Lviv through art very interesting. First of all itъs competitve. Right now manufacturing is all China, other "simple" service industry jobs are being out- or smart- sourced like call centres, etc. What does this leave the western or developing(here I mean really developing, no competitive edge) world with? The obvious answer is products of experience such as financial services and Bmws and products of intellect such as technology AND art. Hereъs the catch. The problem with intelectual products is that you either need serious financing through venture capitalists and so on, such as the high tech sector. The problem with aretists is that alot of times it is future cashflows that weъre talking about, since itъs alot like mining. Your geologist tells you that there it is, whether it is there you donъt know until you start drilling, by then capital is invested. Hence, you get Futures. Is it possible to issue futures for art cashflows? Will the commercial aspect degrade the whole sector? If not, can you keep "Sell, sell, sell. Go, go, go" at bay, so that full so to speak commetcialization doesnъt ruin the sophisticated pocessis involved herein?
One solution would be to have а regulating body, such as Film Actors Guild. At the same time, having the foundations based strictly on charitable foundations.
Synposis here is this, а 10 million USD foundation could bring in LIBOR(or inflation) +0.5% using higher than AAA, super senior financing. In non-economic terms this means, а foundation would run forever. With the 0.01 you could give out 500,000 USD to artists yearly, so и guess 10 artist at 350 USD per month. This is the platform, just to get things kicking. The 10 mil. seems alot but itъs 100 organisations worlds wide, these people get tax breaks and so on, so itъs fairly win-win. Now, the futures I was talking about is pretty far fetched from market standard type of thing, but the approach itself could definately fly by. I am talking about private deals with people. Secondly, we need to take into account that out of the ten people with time and regulated market exposure, many would come out. Not to get carried away, with this platform in а generation or two it would be possible to restructure Lvivъs economic growth on the basis of intellectual exports, such as music, art, so on.
This could really give а competitive edge and is precisely what everyoneъs tried to do, EU, US so on.
However, the thing is that art is much easier to sell than cigarette lighting internet messengers, you just have to show it. The margins are HUGE, very attractive business. The catch is that, since most artists are fairly remote from business/commerce, it is easy for them to get screwed and it does happen.
"Почему бы не дать возможность студентам продавать" - because they canъt, they donъt know how to and itъs to easy for them to get ripped off, which is very damaging.
"Превратить вернисаж в центр" - bad idea to do anything proactive with artists. Best thing to let them go on, without significantly noticing any change in their daily lives. Nothing too proactive, any physical relocation or inflated profits could knock them out of their inspirations. donъt forget these things need extremely delicate and careful approach. To the argument, Rembrandt and recent winer of Fieldъs prize.
